Spray a large sturdy baking sheet with cooking spray or for easier clean-up, line it with parchment paper or heavy-duty foil. Place the chicken thighs on the prepared baking sheet and season it with salt and black pepper to taste. Put 2 tablespoons olive oil and the garlic in a large skillet and place it over medium heat. When the garlic sizzles and its edges start to brown, add the tomatoes, red pepper flakes, and one teaspoon salt.
